Awesome build, but is DWD really necessary? I'd rather run some tech like Trunade to make sure you can do your big plays without hiccups.

Macro builds are supposed to be aggressive, so running a lockdown combo in an aggressive build would be counter productive.

I can't understand why you don't want to run Brain Control even after what you said. Just try it out and you'll realise that it saves your ass in tight spots - you won't always be able to pull of this deck's combos.

Goblin Zombie speeds up getting Mezuki and Plague which essential due to them being limited. So what if Zombie World gets blown up? You want Assla Piscu to die so that your opponent's monsters will die too. Brain Control is too good not to run when you play with tuners - steal their monsters and use it for a synchro summon.

You load the grave with multiple copies of Mezuki and Despair from the Dark, shoot Norleras with PoC then swarm like a bitch.

Hey tea. E-Con plays and important role with Goblin Zombie and its tribue-control effect. Only Goblin Zombie? Goblin, Frog, Flipped Ryko, Sangan and shizz. Book is obviously a better defensive card but I've played E-Con in this build before and it's worked wonders and often forced out activation of Solemns.

I can't run CCV IRL but yeah it would go in. Raiza, GK Guard, DDV and Dustshoot all help me call Mind Crush successfully. It's also a good counter to Black Whirlwind.

I'd rather search for a Skull with Goblin then pitch it with Hand Destruction than run Foolish, it has the potential of dropping 2 copies at once instead of just 1. Matt, the problem is that all the cards you suggest are essential to the functioning of the deck. DD Burial recycles Plaguespreader, Mezuki and Skulls removed by King's 2nd effect and Allure. Goblin is needed as a Creature Swap target and to make the deck more consistent with it's ability to search, and as mentioned before, I need Hand Destruction to put Skulls/Mezuki/Plague in the grave.

Decree isn't a bad idea actually, finding room would be the issue and PWWB is good for ditching Skulls.
